From April 13, 2024, Visa is mandating support of partial authorizations on selected MCCs in Europe and Asia Pacific*.
If you operate on the selected MCCs in these regions, you must provide a partial authorization indicator on debit and prepaid purchases.
After this date, if you do not support partial authorizations, Visa will begin charging a non-participation fee of $0.01 USD for each authorization request declined due to insufficient funds.
Please allow time in your plans for the first quarter of 2024 to implement this change if you use any of the selected MCCs in these regions. We will be in touch in January to inform you of further technical details of the changes you’ll need to make.
*Excluding Mainland China, Hong Kong, Indonesia, Japan, Macau, South Korea, Taiwan and Thailand.
