Visa EMV 3DS (3DS2) mandate for New Zealand

Visa will mandate EMV 3DS (3DS2) in New Zealand on October 14, 2023, for Visa transactions.

What’s changing?

You are required to enable and process transactions with EMV 3DS alongside your other fraud prevention solutions for your Visa payment volume, regardless of MCC, by October 14, 2023.

We don’t expect to see a significant increase in non-EMV 3DS transaction declines after this mandate comes into force, however, if you do not enable EMV 3DS, you may be identified under the Visa Fraud Monitoring Program (VFMP), and will be liable for any fines.

You should also note that as part of the Mastercard Digital Assurance Framework, Mastercard is already applying an additional fee of 1 bps on all non-authenticated card not present transactions (i.e. non 3DS transactions).
