From time to time, Visa reviews its response code usage to ensure they reflect the cardholder experience.
In October 2025, they reclassified response code 20057 (Transaction not permitted to cardholder) to a 20005 response (Declined - do not honor) when returned by issuers. Visa recently announced that from October 25, 2026, they will reclassify this response code as ‘issuer will never approve’.
If you receive a 20057 response code, you should never retry the transaction as this will not be successful and you will incur system integrity fees.
