Changes to Visa Direct response code guidance

Visa has updated its issuer response code guidance for when prepaid Card Payout (OCT) transactions are temporarily restricted due to pending Know Your Customer (KYC) or card verification checks.

Issuers will transition to response code 20078 (Blocked at first use - transaction from new or replacement card that is not properly unblocked), instead of 2005C (Blocked by issuer) between now and February 1, 2027.

This updated response code can help you better pinpoint why a transaction declined. You can then advise the cardholder that they need to complete the issuer’s verification checks before completing the payout.
