# Card issuing

The Issuing solution enables you to set up a card program and issue cards to individuals within your business or customers.

The setup process is as follows:

1. [Onboard for Issuing](https://www.checkout.com/docs/card-issuing/set-up-card-program.md) and configure your card products.
2. [Create and submit your card design](https://www.checkout.com/docs/card-issuing/design-and-ship-cards.md). This step is required if you're issuing physical cards, and for virtual cards that you expose to cardholders through a UI. For physical cards, you must also select a shipping method.
3. [Fund your issuing balance](https://www.checkout.com/docs/card-issuing/fund-your-issuing-balance.md), which is used for your cardholders' transactions.

When developing and testing your integration, consider the following:

- [Configure your webhook server](https://www.checkout.com/docs/developer-resources/event-notifications/receive-webhooks/configure-your-webhook-server.md) to be notified when [Issuing events](https://www.checkout.com/docs/developer-resources/event-notifications/event-types.md#Issuing) are triggered. For example, when authorizations are approved, or reversals are declined.
- [Configure the authorization relay](https://www.checkout.com/docs/card-issuing/manage-issuing-transactions/relay-authorization-requests.md) to decide to accept or decline incoming authorization requests.
- [Simulate transactions](https://www.checkout.com/docs/card-issuing/simulate-issuing-transactions.md) in the sandbox environment to ensure your integration is working as expected.
- [Integrate Card Issuing SDKs](https://www.checkout.com/docs/developer-resources/sdks/card-issuing-sdks.md) for your mobile app to manage cards, authenticate cardholders, and add cards to digital wallets.

When you're ready to issue cards:

1. [Create a cardholder](https://www.checkout.com/docs/card-issuing/create-and-manage-cardholders.md).
2. [Issue your cardholder with a card](https://www.checkout.com/docs/card-issuing/issue-a-card.md).
3. [Enroll the card in 3D Secure](https://www.checkout.com/docs/card-issuing/manage-cards/enroll-a-card-in-3d-secure.md), for an additional layer of security when your cardholders make online payments.
This step is required for cards issued or used within the European Economic Area (EEA) or the UK.

You can then:

- [Manage card details and status](https://www.checkout.com/docs/card-issuing/manage-cards.md). For example, suspend, revoke, or renew cards.
- [Set card spending controls](https://www.checkout.com/docs/card-issuing/manage-cards/control-card-spending.md) to manage your budget. You can control how much your cardholders can spend, how often, and at which types of businesses.
- [Retrieve Issuing reports](https://www.checkout.com/docs/card-issuing/retrieve-issuing-reports.md) to reconcile and gain insight into your cardholder's transactions.
- [Manage disputes](https://www.checkout.com/docs/card-issuing/manage-issuing-transactions/manage-issuing-disputes.md) between your cardholders and merchants.
- [Manage transactions](https://www.checkout.com/docs/card-issuing/manage-issuing-transactions.md).
